Résumé: تعزيزا للسلطة المعيارية التي مارسها مجلس الأمن لأول مرة في مجال مكافحة الإرهاب من خلال القرار 1373 (2001) المتخذ بعد هجمات 11 سبتمبر 2001، أنشأ المجلس بموجب هذا القرار نوعا جديدا من الهيئات الفرعية وهي لجنة مكافحة الإرهاب. كما أنشأ بعدها لجنة مماثلة وهي اللجنة 1540 بموجب القرار 1540 (2004). سمي هذا النوع الجديد من اللجان بلجان الرصد والمراقبة، وهو يختلف اختلافا واسعا عن لجان الجزاءات التي اعتاد المجلس على إنشائها. تهدف هذه الدراسة إلى بحث أوجه الاختلاف هذه وبيان طبيعة لجان الرصد والمراقبة، بالإضافة إلى بحث ما إذا كان إنشاء هذه اللجان من طرف مجلس الأمن يتوافق مع أحكام ميثاق الأمم المتحدة. In furtherance of the normative authority that the Security Council exercised for the first time in the area of counter-terrorism through resolution 1373 (2001) issued after the attacks of September 11, 2001, the Council established by this resolution a new type of subsidiary body, the Counter-Terrorism Committee. Then he established a similar committee, the Committee 1540, by resolution 1540 (2004). This new type of committee is called monitoring and control committees, it differs widely from sanctions committees that the Council used to establish. This study aims to examine these differences and clarify the nature of monitoring and control committees, in addition to examining whether the establishment of these committees by the Security Council is in accordance with the provisions of the United Nations Charter.
