Résumé: ملخص : تحاول الدراسة تقديم قراءة تحليلية لقوانين إنشاء و تنظيم مهام سلطة ضبط السمعي البصري في الجزائر من خلال عرض المراحل التنظيمية لقطاع السمعي البصري و إبراز نشاطات هذه الهيئة في الميدان ، و توضيح رؤية المشرع الجزائري في تحديد المعايير الضامنة لاستقلاليتها من جهة و واقع ممارسة مهامها في ظل استمرارية هيمنة السلطة التنفيذية على أعضائها من جهة أخرى. و من أبرز نتائج الدراسة يذكر أن سلطة ضبط السمعي البصري في الجزائر هي في حاجة إلى منحها كمًا من الصلاحيات لتأدية وظيفتها بالشكل المناسب سيما مع تعدد المهام الموكولة لها ، بعيدا عن هيمنة و تدخل و احتكار الدولة لوسائل الإعلام ، و ذلك من أجل خلق بيئة مناسبة لإعلام حر يتمتع بالاستقلالية و التنوع و الخدمة العمومية . Abstract: This study is an attempt to provide an analytical reading to the regulations of establishing and organizing obligations of audiovisual regulatory authority in Algeria by presenting the organizational stages of the audiovisual sector, display the activities of this organism, and clarify the vision of the Algerian legislator in determining the criteria that guarantee its independence; and the reality of the exercise of its functions under the dominance of the state over its members. The most important results of this study is that the audiovisual regulatory authority in Algeria needs more of powers to perform its functions properly, especially with the multiple obligations entrusted to it; independently from the state domination, interference and monopoly of the media , in order to create a suitable environment for a free media characterized by independence, diversity and public service.
