ظاهرة الجريمة المنظمة في منطقة الساحل الإفريقي وسبل مواجهتها The Phenomenon Of Organized Crime In The African Sahel And Ways To Confront It

Résumé: الملخص: تعتبر الجريمة المنظمة مشكلا حقيقيا لدول منطقة الساحل الإفريقي خاصة في ظل الأزمات الأمنية التي تعاني منها والتدخل الأجنبي في المنطقة، فكل المؤشرات تبرز تنامي هذه الظاهرة التي ساهمت في انتشار الفقر والنزاعات المسلحة والإرهاب، خاصة في ظل وجود دول فاشلة، فالجريمة المنظمة بمختلف أشكالها وجدت مناخا ملائما لتطورها وازدياد نفوذها واطراد قوتها. ولقد تطرقنا في هذا المقال إلى دراسة ظاهرة الجريمة المنظمة بالساحل الإفريقي وكذا إلى المقاربات التي تبنتها دول المنطقة في مواجهتها، وقد تناولت الدراسة في البداية التعريف بالجريمة المنظمة بمنطقة الساحل الإفريقي ثم بينت الأشكال التي تتواجد بها الجريمة المنظمة بالمنطقة وكذا المقاربات التي انتهجتها دوله من أجل مواجهة هذه الظاهرة. وفي الأخير توصلنا إلى: أن البيئة الأمنية بمنطقة الساحل الإفريقي على درجة كبيرة من التعقيد، وطالما لم يتم القضاء على الحركيات المسببة لهذه التهديدات ولم يتم التكفل بالأمن بمفهومه الموسع، السياسي، الإقتصادي، الإجتماعي، الثقافي والبيئي، ولن تنتفي التهديدات الأمنية إذا لم تتوقف دول المنطقة عن الإستعانة بالقوى الكبرى لتحقيق أمنها، وعلى دول المنطقة أن تدرك أنه بإمكانها احتواء التهديدات التي تواجهها من خلال العمل الموحد والتنسيق فيما بينها. Abstract: Organized crime is a real problem for the countries of the African Sahel, especially in light of the security crises and foreign interferences in the region. All indicators highlight the growing phenomenon, which contributed to the spread of poverty, armed conflicts and terrorism, especially in the presence of failed states. Suitable for its development, increasing its influence and steadily increasing its power. In this article, we discussed the phenomenon of organized crime in the African coast, as well as the approaches adopted by the countries of the region in confronting this phenomenon. Finally, we have reached: The security environment in the African Sahel region is very complex and as long as the dynamics that cause these threats are not eliminated and security is not ensured in its expanded concept, political, economic, social, cultural and environmental, security threats will not cease if the countries of the region do not stop using the major powers. The countries of the region must realize that they can contain the threats that they face through joint action and coordination.
