اتجاهات الإعلاميين نحو أداء سلطة ضبط السمعي بصري بالجزائر

Résumé: "Abstract "سعت هذه الدراسة إلي معرفة دور الإذاعات المحلية كوسيلة اتصال جماهيري في المجتمعات باعتبارها منظومة المجتمع ، وهذا مع التطور الكبير الذي تعرفه معظم وسائل الاتصال، إذ لا تزال الإذاعة المحلية محل اهتمام الكثير من الباحثين ، نظرا لخصائصها الفريدة التي لم تستطع أي وسيلة إلغاءها، وخاصة الإذاعة المحلية التي لها أهمية كبيرة بالنسبة للعالم الثالث. ومن هنا انبثقت فكرة هذه الدراسة التي تبحث في دور المادة الإذاعية المحلية المقدمة للمستمعين نظرا لأهمية الإذاعات المحلية داخل المجتمع المحلي ، وبالتالي تمحورت إشكالية الدراسة كالآتي : ما دور إذاعة الوادي في نشر ثقافة سياحية لدى مستمعيها ؟ وللإجابة عليها قمنا بتحليل استبيان موزع علي مستمعي الإذاعة المحلية "" الإذاعة الوادي "" ، وهذا بغية التعرف علي مدى فاعلية وسائل الإعلام المحلية (إذاعة الوادي ) في نشر ثقافة سياحية ، وأيضا إبراز دور وسائل الإعلام المحلية في تنمية الثقافة السياحية ، وتتبعت هذه الدراسة منهج المسح و هو أكثر المناهج استعمالا في بحوث الإعلام والاتصال، وفي الأخير خلصت الدراسة لمجموعة من النتائج ، أبرزها التعرف علي نوع جديد من أنواع الاتصال وهو الاتصال السياحي ، الذي يجمع بين وسائل الاتصال و السياحة ، وأيضا عدم تفهم جمهور الإذاعة لمصطلح السياحة فبالنسبة لديهم أنها تقتصر علي الموروث المعماري فقط ، وكذلك ضعف الإذاعة المحلية في عرض البرامج الخاصة بنشر الثقافة السياحية . After the so-called ""Arab Spring"", Algeria has seen many political changes especially in some important laws. One of these laws were the Media laws, under which, the audiovisual sector has seen a fundamental shift by lifting the government's domination on this sector through the 2012 Media laws. Under this law the ""Audiovisual Regulatory Authority"" was founded. After two years the formation, the tasks, and the powers of this authority were outlined in 2014 audiovisual law. Our study came out with: 1- Most of the journalists insisted that the members of the Audiovisual Regulatory Authority must be selected from those working in the media not from a legislative or executive authority. 2 – Great part of the journalists look at this authority as a non-active one, therefor; more moral laws must be constructed to stop any kind of violation. 3 – Most of the journalists agree on the roles given to this Audiovisual Regulatory Authority, which were stated in 04-2014 law, but this authority could not undertake its roles. 4 – The Audiovisual Regulatory Authority is controlled by the government. 5 – This authority is dependent on the ministry of telecommunication when issuing its decisions.
