Résumé: يعتبر إدخال تكنولوجيا المعلومات و الحاسب الآلي و الاتصالات ثورة حقيقية في عالم الإدارة، من خلال تحويل الأعمال و الخدمات الإدارية التقليدية إلى إلكترونية و ظهور إدارة إلكترونية تعمل على حماية الكيان الإداري و الارتقاء به، من تقديم خدمة بسرعة عالية و دقة متناهية. إن استخدام تكنولوجيا المعلومات و الاتصالات يساهم في تبسيط الإجراءات الإدارية و تسهيل و تسريع عملية صنع القرار ، و تمكين الإدارات من التخطيط بكفاءة و فعالية و تقديم جودة الخدمات الإلكترونية و فق معايير فنية و تقنية تواكب العصر. فما هي عناصر الإدارة الالكترونية، و كيف تساهم هذه الأخيرة في تحسين الخدمة العمومية، و ما هي معوقات التحول إلى الإدارة الإلكترونية ؟ The introduction of information technology, computer and communication is a real revolution in the world of management through the transformation of business and traditional administrative services to electronic and the emergence of an electronic management to protect and upgrade the administrative entity in order to provide service at high speed and accuracy. The use of ICT contributes to simplify the administrative procedures, to facilitate and accelerate the decision- making process and enable the administrations to plan efficiently and effectively and provide the quality of electronic services according to substantive and technical standards in keeping with the times. So what are the components of e- management? How they contribute to improve the public service? And what are the obstacles to the transition to e-management?
