Résumé: Abstract: Due to the widespread phenomenon of plagiarism within the university, which has become one of the prominent factors that cancel the reputation of the university and the credibility of scientific research to the abyss, it is nécessaire to define the concept of this scientific theft within the framework of the university and compare it with scientific theft in general rules and this to reach if resolution 933 issued on 28/3/2016 issued by the Ministry of Higher Education and Scientific Research, which includes the provisions of the fight against scientific theft, is compatible with the provisions of the law of copyright and related rights and from it, the good and accurate understanding of this phenomenon and its components and conditions. University and charged with fighting this phenomenon within the framework of the university
