الإطار التأسيسي و التنظيمي للمرصد الوطني للمجتمع المدني في الجزائر

Résumé: تعد مؤسسات المجتمع المدني بكل أطيافها ضرورة حتمية لابد من وجودها في كل دولة تهتم بمفاهيم الديمقراطية وتسعى لتجسيدها، لأن لمؤسساته الدور الكبير في الإرشاد والإصلاح بالإضافة للعمل التطوعي، و لذا عهد المشرع الجزائري إلى تكريس هيئة استشارية تعرف بالمرصد الوطني للمجتمع المدني، وهذا من خلال التعديل الدستوري الأخير لسنة 2020، فهو يعد مكسباً جديداً للمجتمع المدني الذي سيساهم في تفعيل دوره، و في ذات الإطار صدر المرسوم الرئاسي 21-139، الذي حدد تشكيلته وسيره وتنظيمه وكذا مهامه، باعتباره هيئة موضوعة لدى رئيس الجمهورية. Abstract: Civil society institutions in all their aspects are imperative and must be present in every country concerned with the concepts of democracy and strive to embody them. They play a great role in guidance and reform, all times Algeria’slegislator has determined to devote an advisory body, known as the National Civil Society Observatory, through the recent constitutional amendment of 2020. It is a new gain for civil society, which will contribute to the activation of its role it was established by Presidential Decree No. 21-139, which definesits composition, functioning, and organization, as well as its tasks, as a body established by the President of the Republic
