التكريس الدستوري للمرصد الوطني للمجتمع المدني على ضوء تعديل 2020 كألية للارتقاء بدور ومكانة المجتمع المدني

Résumé: أنشأ التعديل الدستوري الأخير المصادق عليه بتاريخ 1 نوفمبر 2020 بناء على نص المادة 213 منه، مكسب دستوري هام للمجتمع المدني تمثل في إحداث ولأول مرة لهيئة دستورية استشارية لدى رئيس الجمهورية تدعى" بالمرصد الوطني للمجتمع المدني"، تتولى تقديم أراء وتوصيات تتعلق بانشغالات المجتمع المدني إلى جانب اسهاماتها الأخرى المتمثلة في ترقية القيم الوطنية والممارسة الديمقراطية والمواطنة، والمشاركة مع مؤسسات الأخرى في تحقيق أهداف التنمية الوطنية، كإطار للحوار والتشاور والاقتراح في كل المسائل المتعلقة بالمجتمع المدني وترقية أدائه، ما يشكل إضافة دستورية تعكس أهمية ودور المجتمع المدني باعتباره مدرك لانشغالات المجتمع، وكيفية حلّها والتكفل بها كحليف أساسي لاستقامة الدولة.
