Résumé: شكلت المراجعة الدستورية الأخيرة لعام 2020 إرادة حقيقية لترجمة طموحات الشعب الجزائري، بإحداث تحولات اجتماعية وسياسية عميقة من اجل تحقيق الانتقال الديمقراطي في ظل بناء جزائر جديدة، وتمخضت عن ذلك إصلاحات دستورية جوهرية شكل فيها الاعتراف بدور المجتمع المدني كفاعل وكشريك أساسي ودائم في حلقة التنمية المحلية، والارتقاء بمكانته من خلال دسترة المرصد الوطني للمجتمع المدني سندا قويا لدور الحركة الجمعوية ومختلف مؤسسات المجتمع المدني في تسيير الشؤون العمومية. وهو ما يُعد تحولا بارزا لم بُشهد له مثيل في ظل الإصلاحات الدستورية السابقة.ويشكل إضافة دستورية تعكس أهمية دور المجتمع المدني في نشر ثقافة المواطنة. It constitutes a constitutional addition that reflects the importance of the role of civil society in spreading the culture of citizenship.
