المرصد الوطني للمجتمع المدني كآلية مستحدثة وعلاقته بالمجتمع المدني من خلال التعديل الدستوري لسنة 2020

Résumé: يهدف هذا البحث إلى إبراز مكانة المرصد الوطني للمجتمع المدني، بعد إدراجه ضمن الهيئات الإستشارية لدى رئيس الجمهورية من خلال التعديل الدستوري لسنة 2020 ، و دوره في ترقية المجتمع المدني من خلال تشكيلته المكونة من الكفاءات الوطنية في سبيل تعزيز وتطوير منظومة الحقوق والحريات، بالإضافة إلى التحديات التي تواجهه لاسيما استرجاع الثقة بين المجتمع المدني ومؤسسات الدولة في سبيل تكريس الديمقراطية التشاركية. - تم التوصل من خلال معالجة البحث إلى جملة من النتائج أبرزها أن المرصد لا يعد برلمانًا شعبيًا في مواجهة الدولة وإنما يمثل إطار للحوار والتشاور والإقتراح والتحليل والإستشراق الذي يسمح بتمتين المناعة الوطنية أمام الرهانات والتحديات القائمة من خلال المتابعة الدورية لأداء المجتمع المدني عبر مختلف تشكيلاته وفئاته المحلية والوطنية وذلك ببرامج تكوينية ترقى بدور المجتمع المدني وتجعله شريكا و مساهما في التنمية الاجتماعية والاقتصادية . This research aims to clarify the role of the National Civil Society Observatory, after its inclusion in the advisory bodies of the President of the Republic through the constitutional amendment of 2020, and its role in promoting civil society through its composition of national competencies in order to develop the system of rights and freedoms, in addition to the challenges that face it, such as restoring trust between civil society and state institutions in order to consolidate participatory democracy. through addressing the research, a number of results were reached, the most prominent of which is that the observatory is not considered a popular parliament in the face of the state, but rather represents a framework for dialogue, consultation and proposal that allows strengthening national unity in the existing of stakes and challenges through periodic follow-up to the performance of civil society through its various local and national formations and groups. Programs that enhance the role of civil society and make it a partner in social and economic development .
